Conduct Ordinance

In 2004, the Board of Park Commissioners adopted a comprehensive Conduct Ordinance that relates to the use of the parks and property owned, operated, maintained, or controlled by Palatine Park District. A copy of this ordinance is available to view online here.

Participant Code of Conduct

In addition to the Conduct Ordinance of 2004, the Board of Park Commissioners has also approved Administrative Policy 2.12.1, Code of Conduct. This code of conduct is the minimum expected behavior of every participant to ensure the safety and positive experience of all involved. The district uses a three-pillar positive behavior program as the platform to define the expected behavior of all participants. This platform is aligned and consistent with the program used within the local elementary schools to create consistency among children and parents whether at school or play at the park district. This Code of Conduct is also aligned and tied to the District’s Anti-bullying policy and the District’s Participant Disciplinary Policy when rules and expectations of the positive behavior program are violated.

Policies of Public Input Protocol

The Park Board of Commissioners welcomes public comments during open session meetings held by the Board. Each person will be permitted to speak one time only. All comments from the public will be limited to three minutes per person. The total time available for public comment during any meeting shall be limited to 30 minutes unless the Board waives the rule prior to the commencement of the time for public comment. Groups may register a representative spokesperson by filing an appearance form no later than one hour in advance of a meeting. All comments must be civil in nature. Any person who engages in threatening, slanderous, or disorderly behavior when addressing the Board shall be deemed out-of-order by the presiding officer and his or her time to address the Board at said meeting shall end.

Prevailing Wage

As a governmental agency, Palatine Park District is subject to the Illinois Prevailing Wage Act, (820 ILCS 130). This act applies to the wages of laborers, mechanics, and other workers employed in any public works, by any public body and to anyone under contracts for public works. All contracts and bids awarded by the Palatine Park District must comply with the Illinois Prevailing Wage Act.

Web Site Privacy Policy

Purpose
The District owns and maintains a web site and links to many other related sites as a means to provide comprehensive
information to the public on a 24/7/365 basis for the convenience of our residents and participants. The following
privacy policy explains how Palatine Park District collects, uses, and protects information shared by web site users (“User”).

District Web Sites
Palatine Park District owns and maintains a variety of web sites to market and provide the community with information
about District facilities, programs, and events. District web sites include:

  • palatineparks.org
  • pccsings.org

Obtaining User Information
Palatine Park District may request the following information:

  • Name
  • Phone number
  • Email address
  • Demographic information
  • Information necessary for surveys and/or promotional offers
    Information may also be obtained in regards to how the User interacts with the District web site, including (but not
    limited to) User IP addresses, type of browser used, type of device used, search field data, time spent on pages, third
    party websites visited before accessing a District web site, and the User’s location.

Use of Information
Palatine Park District intends to use information obtained to better understand User interests and provide a higher level
of service. Information obtained may be used for the following:

  • Internal record keeping
  • To enhance web site navigation and search functions
  • To provide and improve upon our services, programs, and events
    Palatine Park District may use information to contact Users by email, phone, or mail.

Security
Palatine Park District is committed to ensuring the security of User information. Palatine Park District will never sell, distribute, or lease User information to advertisers or any other third parties; however, information may be shared with third party organizations when permission is given by the User. In order to prevent unauthorized access or disclosure of User information, appropriate physical, electronic, and personnel procedures are in place to safeguard the information collected through Palatine Park District web sites.

Links to Other Web Sites
Palatine Park District web sites may contain links to third-party sites or services that are not owned or controlled by the District. Palatine Park District has no control over, and assumes no responsibility for the content, privacy policies, or practices of any third-party web sites or services. Users are advised to exercise caution and examine the privacy
statements where applicable.

Privacy Policy Changes
Palatine Park District reserves the right to modify or replace this privacy policy and will post the most current version on
our web site. If a meaningful change is made to the policy, Palatine Park District will provide notice.
